U.S. military calls for an investigation of ground personnel in Cologne

On the day of the tragedy, a U.S. military spokesman gave the following statement: "Attempts will be made to learn if unauthorized persons had access to the plane at its previous refueling point in Cologne". This was the last that was heard of this investigation. The CASB never obtained a report of this particular investigation. (see Exhibit 5)

In section 1 of this document, the report by Captain Arthur Schoppaul of Arrow Air who had flown the ill-fated DC-8 from Cairo to Cologne, states clearly that security arrangements in Cologne were "very poor" and that the cleaning staff had total access to the aircraft without surveillance. (see Exhibit 3)
